Monitoring findings made public in Durres by CPII. Transparency level indicated for the first time
Durres, 22.12.2012 – Center for Public Information Issues launched in Durres, in a public event, the monitoring findings of the report ““Transparency of Local Decision-Making and Public Participation in Durres Municipal Council”. The event was attended by the Chairman of the Municipal Council, Durres, Mr. Indrit Hamiti. Other participants were the Secretary of the Municipal Council, Mrs. Meliha Maloku, members of the council and of the Citizens Transparency Network, established by CPII in Durres in the frame of its activities there.
The monitoring findings were presented to the audience by the Executive Director of CPII, Mr. Gerti Shella in a PP presentation. The monitoring report combines a double assessment of the public’s right to participate in the local decision-making and the legal obligation of the Municipal Council of Durres to conduct the process pursuant to the relevant provisions of the law 8652 “On the Organization and Functioning of the Local Government”, amended. The period covered by this monitoring starts in August 2011 and ends on July, 2012 (12 months) and it was supported by the National Endowment for Democracy (NED), with its headquarters in Washington D.C.
Mr. Hamiti too addressed the event. He thanked CPII for the great contribution brought to the council ad to all Durres Citizens, to bring decision making closer to all parts. He also stressed that “Durig 2013, it remains a firm objective to increase the auditing and controlling role of the council towards the Municipal Administration”. Another objective would be to elaborate in full coopration with CPII a Anti Corruption Strategy, as a road map for the Council in Durres, starting from 2013 and on.
For the first time ever in Albania, in the monitoring focus is exclusively the activity of the Municipal Council, which exercises the functions of the collegial decision making body at local level. The administration of the Municipality as a centralized monocratic body, headed by the Mayor, is not subject to monitoring. In the frame of this initiative, CPII donated earlier to Durres Municipal Council the Online Database of its Decision (from 2007 till to date), which is linked in the municipal official website. A Video-Archive is also established by CPII, containing all meetings of the Councils held so far since the project began right after the new City Council was established after the May, 8th 2011 Local Elections.
