Referendum, Consulting and Legislative initiative (Post Conference)

INFOCIP organized today a national round-table, in which were gathered all interested stakeholders to assess conclusively the enabling environment for initiative referendums and legal voters. The president-elect of the Central Election Commission, Mr. Denard Biba, in his speech in the conference recognized the difficulty of referendums with current definitions, which exist mainly in the Electoral Code. The constitutional Aurela Anastasi has analyzed the total inability that is required today to activate the referendum mechanism, but also the legal initiative by the voters. Other constitutionals applauded that even at the local level, initiatives are now an impossible, while all popular initiatives for decision making from the bottom up are inefficient or non-existent today in Albania.
