The EU representative in this conference, Mr. Rudolph, Head of the Political Section of the EU Delegation in Tirana, high evaluated the study and credited specifically the production of reliable data statistics that can light in the problems which exist inside the system. He commended the initiative of INFOCIP and OSFA by considering it as very useful solution, to the problems raised by the EU in terms of efficiency of the judiciary in Albania.

Mr. Rudolph’s concern was about overlong trials in Albania. According to him, this is caused by several factors, including the uncertainty about the civil code and criminal procedures.
“Unfortunately, the remaining issues are very high in number, especially in the administrative courts, but also in the high court”. All these issues of concern about the judiciary are mainly dealing with insufficient financial and human resources. On the other hand, also the internal organization of administrative staff remains a concern.

He said: “In the last annual report for Albania, two of our four recommendations were dealing precisely with the efficiency of justice matters. It is clear from our assessments, that the possibility for the system to provide reliable statistical data remains a high concern. Therefor the study represents a good opportunity to address the gaps with the state holders.
