The executive director of Soros Foundation, Mr. Andi Dobrushi, in his speech mentioned the special importance that has creating conditions for open dialogue. Considering that this conference will be based on objective opinions and professional data.

“The purpose of support that we are offering to INFOCIP is to create a new approach dialogue between courts and the public, which can help to find out the main causes of the gap of effectiveness and quality. It is really important for the foundation to support this initiative, mostly because this type of monitoring is carried by Albanians itself. The fact is that this kind of dialogues that we are seeking, are often enabled by foreigners”.

He mentions also the importance of building the dialogue not on perceptions, but on facts. He appreciated and congratulated INFOCIP for carrying out the analysis for three years, thanks to the support of the Foundation.

Mr. Dobrushi considered the importance of supporting this initiative not only by the Foundation but also by other Donators. As the study demonstrates that the administrative court, despite the fact that was created a few years ago, is facing difficulties in respect of delays, deficiencies in the structure, human resources, sources of financial support, etc.”

According to him the second important point, which needs to be considered is to continue tracking the problems. “In the effort of making a major reform, we are forgetting that some small things if regulated can have a very significant improvement in the justice system, in this case in the administrative court “.

It is very important to attend in consistent way the problems that occur. In this point, both in terms of INFOCIP and the foundation but also in cooperation with courts, we can all together move the mechanism to draw attention to these problems.  Our support will continue to be as it has been, and will continue to be more stable and strong.
